At a meeting on Wednesday, Leeds agreed to throw the land around the Ellland road.
The movement is a key step in the expansion of the 67,792 content stadium.
The proposed plans have to move forward and perform any work.
The Commission also asked for plans to regenerate the environment around Ellland Road, including new transport links.
Planning permission refers to the maximum capacity of 56,000, but the number is understood that the number will end closer to 53,000 fans.
This increase would include the Ellland road in England’s ten largest football stadiums.
After voting, a spokesperson for Leeds City Council said: “The Leeds City Conde Committee agreed unanimously to make the most ambitious Lufc’s ELLAND road estate.”
At the beginning of the month, Cllr James Lewis explained: “Elland Road and Leeds are part of the heart and soul of the city, and the club deserves an estadium in his unique situation and incredible fans.

“However, this is possible, and to be able to work closely with the club, to ensure that they are in the best possible position, to have a greater future of the city’s club, their supporters and sports city.
“From a broader view, the elementia road area regeneration is one of the most exciting opportunities for urban development, which would revive a huge Leeds area and led to hundreds of pounds in our local economy.”
